Uchiha Mukaku asked this because not all Ninja are required to attend the Ninja Academy for education. Some prominent families typically only send a small number of their clan members to study at the Ninja Academy.
Uchiha Shisui replied with a hint of regret, "I probably won't be going; the clan has other arrangements for me."

In this season of warm spring and blooming flowers, Uchiha Yukio brought his son to the Ninja Academy, where a list of successful entrance exam candidates was posted outside the school.
After Uchiha Yukio found his son's name, he took him to the registration office to attend the orientation session. However, some people weren't so lucky.
